Evaluasi Ex-Ante Masterplan Pantai Baqbatoa Berbasis Komunitas Lokal melalui Importance Performance Analysis: Kepentingan, Kesadartahuan Wisata dan Perubahan Iklim

Abstract

This study evaluates the 2023 Baqbatoa Beach Tourism Development Master Plan in Lapeo Village, Polewali Mandar Regency, to inform its wider implementation. The evaluation examines perceived alignment of interests, tourism awareness, and climate change awareness. A descriptive-evaluative quantitative approach covers a reported census of 54 local economic actors in five stakeholder groups. Aggregated scores on a five-point scale are examined using an adapted importance–performance analysis (IPA) with separate tourism and climate matrices. Equal-group means for interest alignment, tourism awareness, and climate awareness are 3.900, 4.250, and 3.332, respectively. Traders and tourism area managers report the highest interest alignment scores, at 4.67 and 4.50, whereas pond farmers score 3.00. Tourism awareness is highest among traders and area managers, both at 5.00; climate awareness is highest among pond farmers, at 5.00. In the tourism matrix, traders and area managers occupy Quadrant II, fishers and farmland managers Quadrant III, and pond farmers the Quadrant III–IV boundary. In the climate matrix, traders and area managers lie very close to the Quadrant I–II boundary. The findings reveal variation between stakeholder groups and sensitivity to crosshair selection. They inform improvements in participation and coastal risk integration, but do not establish the plan’s technical feasibility or causal effectiveness.
