Abstract

Indonesia is a country highly prone to various natural disasters, such as earthquakes, tsunamis, volcanic eruptions, landslides, and floods, due to its unique geographical and geological conditions. Data from BNPB in 2024 recorded 3,472 disaster events in Indonesia affecting and displacing 8.13 million people, with flash floods being one of the largest contributors to disaster-related losses. Bumiaji District, Batu City is one of the areas highly vulnerable to flash flood disasters due to its topographic characteristics on the highland slopes of Mount Arjuno and its position within the Brantas River Basin. Flash flood events in 2021 and 2023 caused casualties, property damage, and significant economic losses, while Bumiaji District still lacks evacuation route signage and adequate shelters to this day. This research aims to identify the spatial distribution of flash flood vulnerability and to formulate recommendations for evacuation points and routes in Bumiaji District. The methods used include vulnerability analysis through a weighted overlay technique covering physical, social, and environmental aspects, weighted using the Analytical Hierarchy Process (AHP), as well as the determination of evacuation points through weighted overlay and evacuation routes through network analysis and route analysis, taking into account road width and distance from rivers. The results show that 51% of Bumiaji District falls into the high vulnerability category, 45% into the medium category, and 4% into the low category, with 42 evacuation points and their corresponding routes distributed throughout the district within each vulnerability category.
